Obama signs $633 billion defense authorization act

President Barack Obama signed the $633 billion fiscal 2014 National Defense Authorization Act into law Dec. 26.

The legislation allows the department to institute pay raises, bonuses and incentive pay, including a 1 percent pay raise for Air Force reservists and other military personnel.

The act calls for an end-strength of 70,400 reservists in the Air Force's Selected Reserve. That number matches what the president submitted in his budget request in April. Included in that total are 2,911 full-time reservists in the Active Guard and Reserve and 10,429 air reserve technicians, who serve in dual status in the same position as a civil servant and a reservist.

The Air Force Reserve's portion of the defense bill is $5.728 billion. This includes $2.467 billion for the reserve personnel appropriation, $3.173 billion for operation and maintenance, and $32.8 million for overseas contingency operations O & M funding.

Another $45.7 million is authorized for military construction in the Air Force Reserve. This includes three major building projects - a joint processing center at March Air Reserve Base, Calif.; an entry control at Homestead ARB, Fla.; and a squadron operations facility at Tinker Air Force Base, Okla.
