HARVESTING IS ORDINARILY CONSIDERED THE CULMINATION OF AN AGRICULTURAL PROCESS. WITH THE HELP OF A USAID LOAN FOR MORE THAN $3 MILLION, TURKEY NEXT MONTH WILL IMPORT 20,000 TONS OF MEXICAN SEMI-DWARF WHEAT SEED. A NATION WHICH HAS HAD TO IMPORT MORE THAN 400,000 TONS OF WHEAT ANNUALLY, TURKEY CONFIDENTLY EXPECTS THAT BY USING THE NEW SEED SUCCESSFULLY SHE WILL HAVE A MILLION-TON SURPLUS WITHIN TWO YEARS--AND CAN THEN BEGIN EXPORTING WHEAT TO HUNGRY NATIONS.
